THE CUSTOMER

CSE Crosscom’s customer is a leading Australian construction company, delivering high-quality projects across a diverse range of sectors. With over a century of experience, the customer is a pioneer in the building industry.

As one of the largest construction providers in the country, the customer is currently managing more than 85 projects, ranging in value from $0.5 million to $400 million. These increasingly complex builds involve multiple stakeholders and contractors, making reliable and secure communication essential to maintaining safety and efficiency on project sites.

 

THE CHALLENGE

At a construction site in Victoria, the customer identified the need for a more cohesive and reliable communication system to support coordination across key teams, including crane operators, labourers, first aid and traffic management. With multiple teams operating in a high-risk, fast-paced environment, clear and consistent communication was essential to maintaining safety and meeting project deadlines.

Crane operators required a hands-free solution to maintain control and safety while communicating in real time with ground teams. However, the site’s physical layout, including steel structures, machinery and long distances, presented signal interference and range limitations that standard radio systems struggled to overcome. Public frequency congestion and coverage dropouts further complicated operations, especially during high-risk crane manoeuvres where timing and clarity are essential.

The dynamic nature of the build meant that communication needs were constantly evolving. The customer needed a scalable solution that could grow with the project, accommodate additional teams and equipment, and remain compliant with regulatory requirements.

The customer’s key objectives were to:

  • Establish a secure, site-wide private communication channel for seamless coordination
  • Deploy a frequency solution capable of handling the demands of a dynamic construction environment
  • Enhance crane operator safety with touchless two-way radios
  • Ensure legal compliance with frequency licensing and minimise operational disruptions
  • Simplify communication protocols to reduce training complexity and improve response time

THE SOLUTION

CSE Crosscom delivered a tailored communication solution designed to meet the specific needs of the project. A private UHF frequency was sourced and programmed exclusively for the customer’s use, with dedicated radio channels configured for crane operators, first aid and traffic management teams. A general site-wide channel was also established to support broader coordination across all personnel.

To ensure critical messages were never missed, selected radios were configured to scan the first aid channel. This allowed users operating on other channels to automatically receive first aid communications — provided they weren’t actively transmitting or receiving on their current channel — ensuring rapid response in the event of an emergency.

Operating on a private frequency significantly improved communication reliability and security, eliminating the congestion and dropouts often experienced on public channels — a critical enhancement for crane operations, where uninterrupted communication is essential for safety and precision. CSE Crosscom managed the end-to-end licensing process with the Australian Communications and Media Authority (ACMA), ensuring full regulatory compliance on the customer’s behalf. Given the scale of the project and its location within a busy urban environment, we worked closely with the ACMA to secure and maintain crane-specific licences for the full duration of the build.

As the project progressed, the communication system was scaled to meet growing demands. Additional radios and channel configurations were supplied to accommodate new teams and expanding site operations. To further enhance safety and efficiency, hands-free communication solutions were deployed for crane operators. These included visor microphones and foot switches, enabling operators to maintain full control of their equipment while communicating seamlessly with dogmen and ground crews during lifting operations.
